Schedule 3 Country
India is a Schedule 3 country for Singapore’s rabies-free classification.
Therefore, strict rules are applied for pet travel from India.
How To Book a Flight?
Book your flights after you secure your import permit.
Contact the airline and make a reservation for your pet before you book your flights.
Many pet-friendly flights are operating like KLM, Lufthansa, etc.

It is the most crucial step. You need to be very vigilant about this step.

Microchip

Vaccination Record
A licensed veterinarian must properly record your pet’s vaccinations.
A few vaccines that you will need are:
- Rabies Vaccination
- DHLPP for dogs
- FVRCP for cats
Your vaccination record must include dates, vaccine type, batch number, and veterinarian’s stamp.
Rabies Titer Test
- Rabies Titer test should be done by a licensed veterinarian. Blood collection must be completed at least 90-180 days prior to your scheduled arrival in Singapore.

Have a laboratory designated by Singaporean authorities, or one in a Schedule I or II country approved by its Competent Authority, analyze the blood sample.
- The test result must show an acceptable antibody level of ≥0.5 IU/ml.
- It must be performed at least 28 days after a valid rabies vaccination.
Parasite Treatment
External and internal parasite treatment should be done at least 7 days before departure.
Health Card
- Issued by a licensed veterinarian in India within 7-10 days of departure
- It must state your pet is healthy and fit for travel.
- This certificate needs to be endorsed by the Animal Quarantine and Certification Services (AQCS) in India.
Dog’s License
- You must obtain a Singapore dog license at least 30 days before applying for the import license.
- You must first register or log in to the PALS (Pet Animal Licensing System) platform via the Animal & Veterinary Service (AVS) website.
- Complete the Online Pet Ownership Course, gather necessary information, apply for the license through PALS, and finally, download your license from pals.avs.gov.sg.
Import Permit
You should apply for an import license from the AVS via the GoBusiness Licensing Portal.
This license is valid for 30 or 90 days from the date of issue.
Export Permit
You need to book an appointment at the AQCS office for an export permit.
Your pet and its documents will be thoroughly checked and will be qualified to do this at least 10 days before departure.
Quarantine Reservation
- There is a compulsory quarantine reservation.
- Pets from India are typically subject to a minimum of 30 days of quarantine at the Sembawang Animal Quarantine Station (SAQS).
- You should book your space at SAQS as early as possible, ideally 2-3 months in advance because the Quarantine space is limited, and has a waiting list.
- You’ll need to provide your pet’s vaccination records when making a reservation.
Air WayBill
Get an air waybill if your pet is in cargo or as manifest cargo. you can track your pet and collect it at your destination.
Arrival At Singapore
- Inform Singapore’s airport authorities and the AVS office. Collect all the important documents and the updated procedures in case of any guideline changes.
- AVS officers will take your pet to the Changi Animal & Plant Quarantine Station (CAPQ) for your pet’s examination.
- You need to clear customs with your pet.

An AVS officer will use official vehicles to transfer your pet to the Sembawang Animal Quarantine Station (SAQS).
- Your pet will stay at SAQS for the mandated 30-day period.
- After quarantine, an AVS officer will inspect your pet again.
- You can then collect your pet from the SAQS office.
